History

LORP Chronology - A detailed history of the LORP from 1991 to 2005. This chronology is taken from a resolution passed by the Inyo County Board of Supervisors on November 1, 2005 that certified the Final LORP EIR/EIS.

Origins of the LORP:

  • 1991 EIR - The history of water gathering activities that began in the Owens Valley in 1913 that eventually lead to the Inyo/LA Long Term Water Agreement in 1991.
  • Memorandum of Understanding- The 1997 agreement addressing the adequacy of mitigation described in the EIR for impacts due to LADWP's activities related to its water gathering in the Owens Valley.
  • LORP Draft EIR/EIS - The LORP environmental document.
  • Stipulation and Order - In February 2004, after the publication of the Draft EIR/EIS, the MOU parties continued to hold additional negotiations to resolve the dispute over the two alternatives for the pump station capacity and other issues related to the MOU.
  • Owens Valley Water History - Brief overview of the contentious water gathering activities in the Owens Valley from 1913 through the Long Term Water Agreement.
